To keep the malpractises followed by political parties in check, The election Commission has decided to introduce a mobile app called ‘cVIGIL’, which stands for “citizens’ vigil” throghout India. This app based service was initially launched in 2018 on a trail basis during the Assembly elections of Madhya Pradesh, Chhattisgarh, Rajasthan, Telangana and Mizoram and had got a great response.
The cVIGIL app will allow people to record and report any kind of violation which happends to the code of conduct and direcly forward it to the relevant election authority.
This app will allows its users to click a photo or record a short 2 minute video if there is any violation of the code of conduct. This picture or video then can be easily uploaded on the cVIGIL app. Once uploaded the app will use the location services of the smartphone to directly ascertain the location from where the media was uploaded. Also when either a picture or a video is submitted, the will recieve an Unique ID number which will enable him to track and get updates of the content he has uploaded from his smartphone. The citizen has the freedom to report as many violations as possible.
However, there are also great chances for other political party to misuse the app just to target its rival.. So therefore, to avoid such misuse the app does not support pre-recorded videos or old images. Once the image is clicked or the video is recorded, this app will provide a window period of just 5 minutes for the user to report his/her complaint.
